100   General outlets for waste

THE WASTEBOOK Section 2 is about subjects related to waste reduction, reuse and recycling.  It is widely acknowledged that everything is connected, and there is a greater need for joined up thinking in business and in central, regional and local government if society is to shift its emphasis towards a more sustainable way of life.  Section 2 lists a great many organisations working in the right direction.

Categories100 - 190 list businesses, charitable and community initiatives and public services providing facilities for sale, donation or disposal of more general ranges of waste materials and unwanted goods.  Swapping waste is just as valuable an activity as selling it or paying someone to collect it.  This can be done via business or community Swap - or Give or Take - days (section 120), a local paper, the internet - or a Scrapstore (section 140), who are pleased to accept donations of reusable business waste.  But many unwanted materials (also see section 80) carry financial value - and ways to find those who may pay for your waste are listed in section 120 and 130, as well as the auction route below.

This group of categories includes -

110  Auction houses
120  Materials exchanges (waste exchanges)
130  Charity and Community Schemes
140  Scrapstores
150  Recycling collections (private)
160  Local government services
170  Landfill
180  Waste management contractors
190  Conversion to energy

  Auction houses

Most (but not all) auctioneers hold professional membership of either the Royal Institute of Chartered Surveyors or the Incorporated Society of Auctioneers and Valuers and conduct sales according to a common code of practice. Conditions of sale and standards of conducting business may vary, but the general rule is that once bidding exceeds the reserve price, a sale takes place to the highest bidder, who then pays a deposit and completes the purchase, usually within seven days, before removing the merchandise. The method is useful for several classes of second-hand goods -

o those which must be sold at any price on behalf of bailiffs or receivers

o those without a clearly defined market

o goods with a 'thin' regional, national or international market

o soiled or damaged goods needing repair or restoration.

The auctioneer's business is to create markets, by widespread advertising if necessary, to attract diverse or specialist buyers; and by preparing mixed lots - parcels of junk sometimes with a single desirable item. The result is that most goods can be found a home.
